Michael Laughlin accepts the 2010 Outstanding Achievement Award for Substance Abuse Prevention and Treatment Awareness, presented to FAVOR Tri-County by Keystone Substance Abuse Services of Rock Hill.

Keystone's Executive Director, Janet Martini, made the presentation at the Annual Awards Breakfast February 25, 2010.
